With reference to the provisions of the Opium Act, 1878 (I of 1878), the Chief Com- missioner of Coorg is pleased to notify, for general information, that morphia being a pre- paration of opium, its manufacture, possession, transport, import and sale are governed by the rules (given below).•

II. In these rules, unless there is anything repugnant in the subject or context,-

TRANSPORT.
*
10. Subject to the provisions of the following rules, any person may transport opium in any quantity which he may, under the rules regulating the possession thereof, lawfully possess.
11. Opium may be transported by-

(6) any medical practitioner, duly licensed to sell opium, in such quantity as added to his stock in hand shall not exceed that specified in his license and for the purposes of his business as such practitioner.

IMPORT.

20. (1) Subject to the restrictions laid down in the following rules, any person may import
opium of such description and in suck form and quantity as he may under the rules regulating

the possession thereof lawfully possess.

(5) A medical practitioner who imports opium other than preparations or admixtures of opium used for smoking, shall pay in respect of such opium, when imported by sea, such duty as may he leviable thereon under the Indian Tariff Act, 1894, as amended by Act III of 1896, or any other law for the time being in force, and shall comply with any further conditions regulating such import as may be prescribed by the Revenue Commissioner from time to time.

(a) on account of the Government;
() by a farmer or licensed vendor for wholesale or retail sale in accordance with these

(c) by a medical practitioner for medical purposes, or by any person for his own domestic use, provided that such manufacture is in quantities not exceeding those in which the possession of the said articles is permitted by those rules and is from opium of which the possession is similarly permitted.
